Greater Toledo Heritage and Horizons
Greater Toledo Heritage and Horizons (GTHH) is a nonprofit corporation based in Toledo, Washington. We are committed to preserving our community’s story while building a foundation for the future. Founded in 2025 by local residents, GTHH focuses on historical preservation and restoration, education, and rural-scale economic revitalization.
Board Members and Officers
The individuals below currently serve as officers and founding members of our board. Greater Toledo Heritage and Horizons is in the process of expanding its board to include individuals with experience in community revitalization, rural planning, history, finance, education, and nonprofit governance.
Lawrence F. Davidson – President & Executive Director
Lawrence Davidson (known to most in the community as Larry) has family roots in Toledo dating back to 1900, when his great-grandparents settled in the area. Four generations of his family have lived and worked here since, giving him a lifelong connection to the community and its heritage.
Professionally, Davidson holds advanced degrees and certifications in business, engineering, and project management. He has built a long and distinguished career across multiple industries and as a management consultant. Most notably, he served as Chief Project Engineer and Senior Project Manager for the National Ecological Observatory Network (NEON), a continental-scale ecological research infrastructure project with a development and construction budget of $454 million. In that role, he oversaw the engineering and construction components - including planning, design, manufacturing, civil construction, and field deployment across the contiguous U.S., Alaska, Hawaii, and Puerto Rico. This work represented one of the largest and most complex portions of the project and a major share of the overall effort.
As President of Greater Toledo Heritage and Horizons, Larry is committed to honoring Toledo's past while guiding a sustainable vision for its future - ensuring that revitalization efforts preserve community character while creating opportunities for generations to come.
Larry is a founding member.
Joe Notch – Secretary
Joe Notch is a retired U.S. Coast Guard veteran with over 30 years of service in emergency management, information technology, and project leadership.
Raised in a rural community, he is passionate about balancing growth with small-town character and revitalizing Toledo's core. In retirement, Joe supports local businesses and community initiatives, believing long-term residents are key to shaping the town's future.
Joe is a founding member.
Dan Gorton – Treasurer
Dan is the retired former owner of Bonanza BBQ & Catering in Toledo. He went full-time with the BBQ business (2013–2024) after retiring from over 40 years in the commercial tire business.
Dan has always been an active community leader, holding various board positions. He is a past committee member and Chairman of the Toledo Lions Club Cheese Day Committee, and one of the founding members and current board member of the Toledo Community Foundation.
He brings a strong commitment to making our community a great place to live and work.

Dr. Sandy Hare – Board Member and Director of Education Programs
Dr. Sandy Hare is one of the newest members of the Greater Toledo Heritage and Horizons board, having moved to Toledo just two years ago from the Seattle area. She quickly came to appreciate the character and potential of the community and is enthusiastic about contributing to its continued growth and revitalization.
Sandy brings more than 30 years of experience in education, having taught all elementary grade levels, served as an elementary principal, and later as Assistant Superintendent of Educational Affairs for a K–12 school district in the San Francisco Bay Area. Following her retirement from public education, she applied her creativity and leadership in interior design, home staging, and color consulting, as well as various crafts and small business ventures.
A former CEO of a nonprofit organization in Eugene, Oregon, Sandy has a deep understanding of organizational leadership and the value of collaboration. Her experience, vision, and commitment to community service make her an excellent fit for guiding GTHH’s education initiatives and strengthening partnerships that inspire learning and engagement.
Sandy is an elected board member.
